Indexation of pensions

Recall that in 2023, the decree established the indexation of pensions in the amount of 8.5% instead of the expected 2.5%. It is quite possible that in 2023 we will see an indexation rate several times higher than the modest 2.3%. At the moment, it is expected that in 2023 insurance payments will be indexed by5.5%, social - by 2.5%. However, the final decision will be made closer to the end of the calendar year 2023.

Average payouts

The average pension is expected to be RUB 20,047 in 2023 and RUB 21,150 in 2024.

An additional 178.3 billion rubles are planned to be allocated from the budget for the payment of increased pensions in 2023.

Payments to working pensioners

Important! Payments to pensioners who continue to work are not subject to indexation. However, in 2023 and for this category, the amount is adjusted based on a number of individual factors.

The premium will be calculated automatically, without contacting the FIU. But in 2023 it will traditionally be no more than 315 rubles (no more than 3 coefficients).

A more optimistic forecast awaits working pensioners who plan to retire in 2023. After dismissal, the amount of payments to such citizens will be recalculated taking into account all indexations that took place during the period of the pensioner's official work.

Unified Social Fund

Recently it became known that on 01/01/23, instead of the Pension Fund and the Social Insurance Fund, the issues of calculating pension payments will be decided by the Unified Social Fund.

To those who are worried about what awaits them in 2023, when the pension fund and the social insurance fund are merged, we hasten to inform you that practically nothing will change for pensioners. As before, both organizations will be represented in the regions and will serve citizens in the usual manner, but withusing a common single digital platform and subject to a single leadership.

So, from 2023, instead of two deductions (for the Pension Fund and the Social Insurance Fund), employers will pay a single payment for an employee. Thus, compulsory social insurance will become available to all employees (including those working under a civil law contract).

Unclaimed survivor's pensions

Starting from January 1, 2023, in the event of loss of a breadwinner, pension payments (insurance and social) will be assigned on an unannounced basis based on data from registry offices and information transmitted by the FIU.

Important! This category of payments will be assigned from the date of death of the breadwinner.

Similarly (without applying to the FIU), disability pensions have been granted since 2023 thanks to the well-coordinated work on the exchange of data between the Federal Register of Disabled Persons and the pension fund.

News for CIS pensioners

Speaking about what awaits pensioners in 2023, one cannot ignore the topic of payments for citizens of the CIS countries living in the CIS who have a pension record since the times of the USSR. For 30 years, she paid pensions to citizens of Armenia, Belarus, Kyrgyzstan, Kazakhstan, Ukraine, Moldova, Tajikistan, Turkmenistan and Uzbekistan, permanently residing in the territory.

Over the years, the principles of functioning of pension systems in these countries and itself have changed significantly, which means that the provisions of the agreement previously concluded by the CIS countries are no longer relevant.

Moreover, the payment of such pensions becomes burdensome for, because in recent yearsmigration has increased significantly. As a result of the increase in the number of migrants from the CIS countries, people who have very little work experience during the existence of the USSR, and no work experience at all during the period of residence, are increasingly beginning to apply for help.

Important! The denunciation will save about 2.2 billion rubles in 2023-2025 alone. At the same time, payments assigned earlier (during the validity period of the agreement) will continue to be paid in full and further.

Along with the termination of payments for pensioners from the CIS countries with the experience of the USSR period, the agreement guaranteeing equal rights to pension payments for all citizens of these countries, concluded back in 2023, will continue to operate on the territory of the EAEU member states.
